Why is the code of ethics not effective?
Ethical codes of conduct are not necessarily without any effect. Research suggests that policies concerning ethical behaviour can be effective, however, only in cases where employees perceive the policy as enforced.
An ethical code can only help aid in guidance but can not make someone act a certain way (Gilman, 2005). People just want to behave ethically and care about how their actions will affect other's lives for an ethical code to work. Codes also do not always have an effective way to enforce their rules.
One of the limitations of the code of ethics is when there is a lack of commitment to the set code of ethics guidelines. In an organization, the management may set rules that the employees need to adhere to, but in some cases, none of the management follows the rules.
Another way to measure the impact and effectiveness of your code of conduct is to benchmark and compare it with other organizations or standards. You can use external sources and references, such as industry best practices, competitors' codes, regulatory requirements, and certification criteria.
A code of ethics is a way to determine the ethical course of action in any situation. The advantage of an objective theory (Kantianism, utilitarianism, egoism, etc) is that the rule(s) always apply. The disadvantage of an objective theory is that there is always an exception to the rule(s).
Codes are not always helpful when two or more directives conflict. Codes educate the members of a profession about their professional obligations. A professional code's directives are never complete or exhaustive. Codes discipline members when they violate one or more of the code's directives.
Critics maintain that codes of ethics are often only nice, banal and meaningless words without carrying any obligation.
The first and most fundamental problem of Ethics is about the nature of moral judgments and the concepts 'ought', 'right', 'good', etc., which are the most characteristic elements in them.
First, ethics refers to well-founded standards of right and wrong that prescribe what humans ought to do, usually in terms of rights, obligations, benefits to society, fairness, or specific virtues.

Two of the most significant ethical issues that HR professionals and managers face are discrimination and harassment. The consequences of discrimination and harassment in the workplace can negatively impact the finances and reputation of the organisation.

Both morality and ethics loosely have to do with distinguishing the difference between “good and bad” or “right and wrong.” Many people think of morality as something that's personal and normative, whereas ethics is the standards of “good and bad” distinguished by a certain community or social setting.
An ethical dilemma is a paradox that comes up when there are two or more options, but neither of them are the best ethical or moral option. False accounting, sexual harassment, data privacy, nepotism, discrimination—these are just some of the ethical dilemmas that happen in today's workplace.
Professional ethics are guidelines and principles, which are different from rules and regulations. A breach of law and a breach of professional ethics may result in penalties and other consequences. Laws are legally binding whereas codes of ethics are meant to be profes- sionally binding.
The four major factors that can cause ethical problems in the workplace are lack of integrity, organizational relationship problems, conflicts of interest, and misleading advertising.
Why are ethical issues a problem?
When faced with an ethical issue, one must choose between doing the right thing and doing the wrong thing. There may be no right or incorrect answer when faced with a common challenge or issue. A person may suffer harm as a result of a wrong decision in an ethical quandary.

Code of conduct violations can take the form of academic dishonesty, workplace misconduct and professional ethics breaches. Consequences for violating a code of conduct range from verbal or written warnings to suspension/probation and termination/expulsion with legal implications.
These may include plagiarism, cheating, forgery, sabotage, falsification and bribery. Some schools will also consider the mere attempt to commit such acts as academic dishonesty.
Minimized Risks and Conflicts
A code of ethics acts as a safeguard against potential risks and conflicts in outsourcing relationships. It provides a framework for ethical decision-making and behavior, reducing the likelihood of ethical lapses or breaches.
